"Where there's a will to condemn, evidence will follow." Hillary Clinton.
She attributed the above to Chinese proverb in her book "What Happened" without quote, I cannot find any such Chinese proverb. She was making things up.
The closest one is 欲加之罪，何患无辞 which means "Willing to condemn, no worry for lack of words(accusations)."
As a lawyer and an American elite of American elites, she is conflating accusations and evidence or she does not care about accusation and evidence regarding China. Why?
Anyway, her words capture the mood of many Western writers regarding China. One can readily find such examples from publications such as Asian Times. Some of its articles twisted everything China did or trying to do.
Sooner or later, China's BRI would be described as "China's Silk Road Debt Trap", "China's Silk Road Conspiracy."
The Road Not Taken

The world rushed in to join the project except for Uncle Sam.
China is transforming the world for trade and commerce for all mankind
Except for the USA!!!
