It depends on what criteria are used.
A small number of people from far away places?
Whether racial, gender equality should be equal and etc.
As a matter of procedure or outcome based, democratic processes as a
plan and democratic processes in the real world is different things.

The US as well as other democratic nations, for example China, have the
same problem. After all, no God had ever decreed which nation is
democratic.

Taiwan as a legitimate politic entity does not exist, its official name
is ROC.)

The PRC is democratic because it enables and empowers the people work
hard for themselves and for the nation.
Procedurally, it is called democratic centralism. And of course, the
Chinese people themselves considered: 1) democracy is important and 2)
China is democratic according polls.

2) ROC has its constitution, called ROC Constitution. Taiwan does not.
ROC Constitution entails the vision of the Chinese people on how the ROC
should be, then, now, and in the future. According to the ROC
Constitution, Mainland China and Taiwan belong to the same country
called China and of One Chinese People.
