Looks like US is backing off from its long held position that NK must be nuclear free before any talk.

"...North Korea Must Halt All Testing...", "...must be nuclear free..." ...
There are very little differences between these two.

Talk for the next 64 years? The US and North Korea had travelled the same path before. They talked and eventually signed the Agreed Framework in 1994 for North Korea to stop and then dismantle its nuclear weapons program. North Korea kept its bargain, but the US tore up the agreement.

And the US is now saying, "Let's do the same thing allnover again."

It is now Tillerson's turn to express US desire to talk to N Korea with preconditions. Needless to say, the parties had talks before. One big difference between then and now: Time is not necessarily in the US side if the US wants a denculearized Korean Peninsular.
